| Biography | Jonathan Caulkins is Professor of Operations Research and Public Policy at Carnegie Mellon University's Heinz School of Public Policy, but is on leave as founding director of RAND's new office in Pittsburgh. His research focuses on modeling and analyzing drug markets and their response to policy interventions. Recent research themes include using data on illicit drug prices to infer properties of those markets, analyzing the implications of alternative goals for drug policy, and comparing the cost-effectiveness of various drug, crime, and violence control measures.Since 1990, he also consulted on several projects for the BOTEC Analysis Corporation including developing methods for estimating price series for illicit drugs and assessing the possibility of a new heroin epidemic (both for the ONDCP) and estimating the size of local drug markets for Jackson County, Missouri.Dr. Caulkins received bachelors degrees in Systems Science and Engineering, Computer Science, and Engineering and Policy as well as an M.S. in System Science and Mathematics from Washington University in St. Louis. He received an M.S. in Electrical Engineering and Computer Science and a Ph.D. in Operations Research from M.I.T. in 1990. |
